Designation Process

The proposal for a national marine sanctuary in Thunder Bay was first initiated by Alpena residents in the 1970s. In order to consider Thunder Bay for sanctuary designation, NOAA has followed an extensive feasibility process, working closely with the local communities, state agencies, tribes, and other organizations that have an interest in the sanctuary. Much of the designation process has been dedicated to the development of several important documents, including the Final Environmental Impact Statement / Management Plan.
